January 4, 2008 HCUP Presentation: Powerful Data, Meaningful Answers: Introduction to the Healthcare Cost and Utilization Project (HCUP) – Virginia Commonwealth University

Summary: AHRQ researcher, Joanna Jiang, PhD, presented a 90-minute workshop at the VCU SAHP from 1-2:30 p.m. Dr. Jiang provided an in-depth overview of HCUP databases and software tools, with a focus on assisting researchers in using HCUP data and resources for their research interests. The workshop also included a demonstration of HCUPnet, the free online query tool, with time allocated to address attendee questions.

Summary: AHRQ staff presented a half-day workshop on AHRQ’s HCUP and MEPS databases at the ASHE 2nd Biennial Conference. A 90-minute introduction to HCUP databases, software, and related products, including the Cost-to-Charge Ratio Files and Hospital Market Structure File, was presented, followed by a question and answer session. A demonstration of HCUPnet was provided. The second part provided a general 90-minute overview of the MEPS, its available data files, information about on-line data tools, and some examples of the type of research projects the MEPS data can support, followed by a question and answer session.

A Web-Based Tool for Quality and Utilization Reporting

Summary: This session provided an overview and brief demonstration of a new AHRQ tool that allows users with access to hospital administrative data to build their own Website for reporting information on utilization, costs, and quality. Once released, users will be able to input their data, step through the process of building the files needed for the system, customize a prototype Web site, and generate a Web site that they can host. Information can be presented at the hospital or area level. The tool is currently in development and will be available for beta-test in early 2009.

Summary: This session provided an overview of activities to improve the value of administrative data for quality measurement and public reporting. Topics that were discussed included: the addition of present-on-admission modifiers for diagnoses on discharge records, merging laboratory data from the time of admission, linking records for persons across hospital admissions to examine readmissions, and creating episodes of care.

Summary: This session highlighted four AHRQ tools and how researchers, health professionals, and policymakers can use these tools. It informed potential users of data capabilities, different data sets, and available technical support. A brief update was provided on the capacity of each tool to support analyses on a variety of health issues:
  • The Consumer Assessment of Healthcare Providers and Systems (CAHPS) program, which develops and supports the use of a comprehensive family of standardized surveys that ask consumers to report on and evaluate their experiences with health care.
  • The Hospital Survey on Patient Safety Culture (HSOPS), a survey tool to help hospitals evaluate how well they have established a culture of safety in their institutions.
  • The Medical Expenditure Panel Survey (MEPS), a set of large-scale surveys, including a household survey of families, individuals, and their medical providers and a survey of employers across the United States. Data are available on health care use and spending, insurance coverage, and access to care, among other topics.
  • The Health Care Cost and Utilization Project (HCUP), a family of databases and software tools and products that gather data collection efforts of state data organizations, hospital associations, private data organizations, and the Federal Government to create a national information resource of patient-level health care data.
September 24-25, 2008 Healthcare Cost and Utilization Project (HCUP) and Medical Expenditures Panel Survey (MEPS) Workshop – Agency for Healthcare Research and Quality

Summary: AHRQ sponsored a two-day hands-on workshop for health services researchers covering two AHRQ data resources: the Healthcare Cost and Utilization Project (HCUP) and the Medical Expenditure Panel Survey (MEPS). A general overview of both resources was given on the first day of the workshop. On the second day, participants chose between an all-day, hands-on MEPS- or HCUP-focused workshop, held as separate, concurrent sessions. HCUP participants were exposed to HCUP databases and related tools (including HCUPnet) via hands-on manipulation of the data, including file construction, producing national estimates, creating State-level output, and applying critical methods to produce correct standard deviations. Access to the HCUP Nationwide Inpatient Sample (NIS) and State Inpatient Database (SID) was provided during the workshop. HCUP file documentation was available electronically.

Summary: AHRQ sponsored a post-conference HCUP/QI session at the NBCH Annual Conference from 1:00-5:00 P.M. The session focused on the development and uses of administrative data and a number of AHRQ tools designed for use with this data to provide insight into utilization costs and quality of care. It provided an overview of HCUP and demonstration of HCUPnet, followed by a presentation on the Quality Indicators and discussion of a tool currently in development that enables local users to apply AHRQ tools to their own data to create and host their own website.
